Choose your situation for relevant steps

This selection organises the guide; it does not determine eligibility. GCC nationals may have a separate route. Check nationality and residence/employment category on the authority’s page. Complete applications and submit documents with the linked provider.

Your checklist

Your first 30 days

A planning sequence, not a legal deadline or a promise of completion within a month. Start parallel requirements early. Check a task when completed or confirmed inapplicable. Only checklist progress is saved in this browser, separately for each country.

7 services for this selection — sources reviewed:

Residence issuance by emirate and category

Employment, family and other eligible residence applicants.

Prepare before starting

Passport, entry permission and category, medical and insurance documents as requested.

  1. 1. Confirm category and emirate with the sponsor or employer; Dubai may use GDRFA rather than the same channel as other emirates.
  2. 2. Complete the category requirements, medical screening and required health cover.
  3. 3. The authorised party submits residence through the competent authority, linked to the ID application as required.
  4. 4. Review the application and attachments, pay official fees and track residence and ID issuance.

This is a residence route, not a visit visa; eligibility and channels depend on the emirate and circumstances.

Emirates ID

Citizens, GCC nationals and residents under the relevant ID category.

Prepare before starting

Passport, photo and category information; additional documents or biometrics may be required.

  1. 1. Open ICP New Identity Card Issuance and select citizen, GCC or resident category.
  2. 2. Provide the details and attachments; resident ID is linked to residence under the unified application.
  3. 3. Complete biometric enrolment if requested and pay the displayed fees.
  4. 4. Track status and delivery through ICP and check name and details on receipt.

GCC and non-GCC resident requirements differ. Select your actual category rather than assuming document exemptions.

Driving licence: new or exchange

Citizens and residents meeting emirate and vehicle-category eligibility.

Prepare before starting

Valid ID, traffic-file documents and eye-test evidence required by the local authority.

  1. 1. Choose your emirate’s licensing authority and check whether you need training or qualify for exchange.
  2. 2. Open the traffic file and complete eye testing and documents through authorised providers.
  3. 3. For a new licence, complete the training and tests set by the authority.
  4. 4. After approval, pay fees and follow the emirate-specific issuance and collection process.

Exchange depends on issuing country, nationality and local conditions; do not assume visitor driving arrangements continue after residence status changes.

Open a UAE bank account

Citizens and residents; non-residents have different products and requirements.

Prepare before starting

ID, passport and any residence or income documents requested for the account.

  1. 1. Choose a salary or minimum-balance account and review product eligibility and tariff.
  2. 2. Check the bank’s document list and whether digital or branch application is available.
  3. 3. Complete the official application, identity checks and customer/income information.
  4. 4. After approval, keep the IBAN, review fall-below charges and activate the required channels.

The Emirates NBD page is a specific product example; approval and balance conditions vary across products.

Business licence: mainland or free zone

Founders under the relevant emirate, activity and legal form.

Prepare before starting

Owner documents, name, activity, formation agreement and premises evidence where required.

  1. 1. Choose emirate, activity and mainland or free-zone setup before comparing costs.
  2. 2. Check legal form and ownership eligibility, then request the trade name and initial approval as required.
  3. 3. Complete formation documents, premises and sector approvals needed for the activity.
  4. 4. Apply for the licence with the competent authority, then review separate operational, tax and employment obligations.

The Dubai guide is emirate-specific; it does not represent every emirate or free zone’s costs or process.

Health cover and healthcare access

Citizens and residents under their emirate and coverage programme.

Prepare before starting

ID and policy/programme information required by the provider.

  1. 1. Identify your applicable programme and who arranges cover with your employer or sponsor.
  2. 2. Use the government guide to find the healthcare authority or insurer relevant to your emirate.
  3. 3. Check policy validity, provider network, co-payments and family coverage before booking care.

A health card does not automatically equal comprehensive insurance; programmes and eligibility vary by emirate and category.

Tenancy and utilities by emirate

Tenants or owners under their emirate’s system.

Prepare before starting

Lease, property, ID and any required local registration details.

  1. 1. Review the lease, deposit, instalments and included utilities, and identify the local registration system.
  2. 2. In Dubai, complete Ejari then review the property’s DEWA Move-in request.
  3. 3. Submit or complete utility activation and deposit with the local provider; outside Dubai use your emirate’s authority.
  4. 4. Track activation and keep account numbers, meter readings and deposit receipts.

DEWA and Ejari are Dubai-specific and should not be applied to Abu Dhabi, Sharjah or other emirates.

Links go to government authorities or providers themselves. Some begin with a guide leading to an application or require sign-in. Final fees, appointments and attachments are set by the provider for your category and may vary by city or emirate.

Plan before you move

Living budget by city

Enter housing quotes and your own estimates; this is your budget, not a survey of city prices. Create a plan for each city to compare here. Figures last only while this page is open and are not saved in browser storage or sent to our server.

Monthly expenses

For annual tuition or insurance, for example; divided by 12 for planning. Do not enter the same cost as both monthly and annual.

Moving cash — separate from living costs

Your starting point

Look beyond the mortgage payment: include purchase fees, moving costs and annual expenses.

Choose AED in calculators with a currency selector. Check the selected jurisdiction in tools that use local rules.

Reading for your next step

Check the jurisdiction in each guide; rules differ between countries.
