This selection organises the guide; it does not determine eligibility. GCC nationals may have a separate route. Check nationality and residence/employment category on the authority’s page. Complete applications and submit documents with the linked provider.

Your checklist

Your first 30 days

A planning sequence, not a legal deadline or a promise of completion within a month. Start parallel requirements early. Check a task when completed or confirmed inapplicable. Only checklist progress is saved in this browser, separately for each country.

7 services for this selection — sources reviewed:

Issue an Iqama residence permit

Workers and family arrivals, through the authorised applicant.

Prepare before starting

Passport, entry details, medical and insurance records, and work permission where required.

  1. 1. Identify the category: company employee, dependant or domestic worker; the submitting party differs.
  2. 2. Coordinate with the employer or sponsor on medical, insurance and category-specific work requirements.
  3. 3. The authorised party selects Iqama issuance in Absher Business or the appropriate category channel and completes the request and fees.
  4. 4. Check issued permit details and validity, then complete personal services, address registration and banking.

A company employee should not use a family-member service to issue their own permit. Use the route matching your status.

Citizen National ID and digital access

National ID is for Saudi citizens; expatriate residents use Iqama.

Prepare before starting

Family-member details and documents specified by Civil Affairs for the selected service.

  1. 1. Citizens: choose family-member National ID issuance under Absher identity services, or the appropriate renewal service.
  2. 2. Enter the details and complete the identification or verification required by that service.
  3. 3. Attend Civil Affairs for biometric enrolment when required, then follow collection or delivery instructions.
  4. 4. Residents: start with the Iqama route, then register and activate Absher using an official activation method.

A digital account does not itself issue a new identity document. National ID and resident Iqama are distinct.

New driving licence through an approved school

Citizens and residents meeting the selected licence-category requirements.

Prepare before starting

Valid identification, test results and the school/Traffic document requirements.

  1. 1. In Absher, find driving-licence issuance to book or update training at an approved school.
  2. 2. Check medical and driving-assessment requirements with the school before paying for training.
  3. 3. Complete the training and tests required for your assessment and licence category.
  4. 4. After passing, complete the official fees, issuance and delivery steps and check licence details.

Foreign-licence exchange is separate from training registration; check eligibility for the issuing country and category.

Open a bank account and register your address

Applicants meeting bank requirements with valid National ID or Iqama.

Prepare before starting

Valid ID, National Address and account-specific electronic verification or income requirements.

  1. 1. Register or update your National Address through SPL and check your identity details.
  2. 2. Choose an account and compare fees and eligibility; the SNB example requires Absher and National Address.
  3. 3. Start on the bank’s official site or app and complete customer details and required verification.
  4. 4. After approval, keep the IBAN, activate digital access and check salary-transfer conditions if selected.

The example’s requirements apply to that product, not every bank or non-resident account.

Commercial registration and activity licensing

Eligible founders; Saudi/GCC routes can differ from foreign-investor routes.

Prepare before starting

Founder, activity, legal-form and address information, with service-specific approvals.

  1. 1. Identify the activity, investor status and legal form; check foreign-investment requirements where applicable.
  2. 2. Open the Ministry of Commerce guide, then use the Saudi Business Center service for the relevant establishment or company.
  3. 3. Complete the details, documents, electronic verification and approvals specified by the service.
  4. 4. After registration, check sector and municipal licensing and other obligations before operating.

Commercial registration does not replace every licence. Resident employment does not automatically confer eligibility for any business.

Health insurance and coverage verification

Insured individuals and employees checking their provided cover.

Prepare before starting

Identity/Iqama and policy details when checking with the official authority.

  1. 1. Request policy details, covered members and effective dates from your employer or insurer.
  2. 2. Open CHI services and check insurance using the service matching your category.
  3. 3. Review the provider network, co-payments and approval rules before booking non-emergency care.
  4. 4. For incorrect records or cover, contact the responsible party, then use the official complaints service if needed.

Visitor cover differs from resident or employee insurance; select the correct enquiry service.

Authenticate a housing lease and address

Tenants, landlords or their authorised representatives.

Prepare before starting

Identity, property, party and contract details, plus an accurate residential address.

  1. 1. Review rent, instalments, maintenance, deposits, landlord and property details before accepting.
  2. 2. Ask the landlord or accredited broker to register the residential contract in Ejar.
  3. 3. Sign in to Ejar through Nafath, review the contract sent to you and authenticate it after checking the terms.
  4. 4. Keep the authenticated copy, update your National Address and confirm contractual utility responsibilities.

Contract authentication does not replace inspecting the property. Saudi Ejar and Dubai Ejari are different systems.

Links go to government authorities or providers themselves. Some begin with a guide leading to an application or require sign-in. Final fees, appointments and attachments are set by the provider for your category and may vary by city or emirate.

Plan before you move

Living budget by city

Enter housing quotes and your own estimates; this is your budget, not a survey of city prices. Create a plan for each city to compare here. Figures last only while this page is open and are not saved in browser storage or sent to our server.

Monthly expenses

For annual tuition or insurance, for example; divided by 12 for planning. Do not enter the same cost as both monthly and annual.

Moving cash — separate from living costs

Your starting point

Check take-home pay and existing commitments before comparing new finance.

Choose SAR in calculators with a currency selector. Check the selected jurisdiction in tools that use local rules.
