This selection organises the guide; it does not determine eligibility. GCC nationals may have a separate route. Check nationality and residence/employment category on the authority’s page. Complete applications and submit documents with the linked provider.

Your checklist

Your first 30 days

A planning sequence, not a legal deadline or a promise of completion within a month. Start parallel requirements early. Check a task when completed or confirmed inapplicable. Only checklist progress is saved in this browser, separately for each country.

7 services for this selection — sources reviewed:

Employment visa and residence

Employment arrivals and the employer responsible for the application.

Prepare before starting

Passport, photo, work permission and medical evidence under the service checklist.

  1. 1. Confirm Ministry of Labour permission and the visa type matching the occupation with the employer.
  2. 2. The employer submits the work-visa application and attachments under the ROP service.
  3. 3. Track approval and complete the entry, screening and registration steps specified for your case.
  4. 4. After completing residence requirements, start resident-card procedures and verify your details.

An employment visa does not replace a resident card. A visit is not permission to work.

Resident card and civil identity

Residents use the resident-card route; citizens use Civil Status services.

Prepare before starting

Passport, application reference and residence details, or citizen documents under the selected service.

  1. 1. Choose first issuance or renewal; citizens should select civil-identity services in the ROP directory.
  2. 2. Residents: the authorised party submits card details after completing residence requirements.
  3. 3. Complete payment and keep the application number; attend the service centre when issuance requires verification or completion.
  4. 4. Check card details and validity on collection.

Submission may require authorisation and electronic authentication; employees do not necessarily submit every request themselves.

Get an Omani driving licence

Citizens and residents meeting training and testing requirements.

Prepare before starting

Civil/resident ID, valid eye test and final driving-test pass evidence.

  1. 1. Check the learner/training route or foreign-licence exchange eligibility if relevant.
  2. 2. Complete training and the final driving test and ensure the eye test is valid.
  3. 3. In the ROP app: Documents, Driving Licences, then Issue New Driving License and pay the fee.
  4. 4. Obtain the digital licence or print through authorised kiosks or centres under the service instructions.

Electronic issuance comes after passing the required tests; it does not replace the learning stage.

Open a personal account in Oman

Applicants meeting account conditions and any salary-assignment requirement.

Prepare before starting

Bank Muscat example: citizen ID or expatriate passport/resident card, and employment evidence for employees.

  1. 1. Choose account type and review salary, balance and fee conditions with the bank.
  2. 2. Prepare documents and the official customer form and confirm the available application channel.
  3. 3. Submit and complete verification; after approval keep the IBAN and activate required card and banking services.

Current and savings accounts have different eligibility. Bank Muscat is an example, not a market-wide rule.

Registration and licensing through Oman Business

Local or foreign founders eligible for the activity and legal form.

Prepare before starting

Partner, name, activity, premises and formation documents required by the application.

  1. 1. Identify activity and legal form and check investment restrictions/requirements for your status.
  2. 2. Open Oman Business from the ministry directory and select the relevant formation or registration service.
  3. 3. Complete owner details, documents, signatures and approvals required by the route.
  4. 4. Complete activity/premises licensing and required follow-on registrations before operating.

Check the activity before renting premises; registration does not remove sector-approval requirements.

Post-arrival medical screening

Expatriates whose residence/employment category requires medical screening.

Prepare before starting

Passport, visa/residence details and information requested by the screening application.

  1. 1. Open the Health Ministry post-arrival screening service and check applicability to your case.
  2. 2. Register the request and follow instructions for centre selection, attachments and payment.
  3. 3. Attend screening under the centre’s instructions, then track the result for the residence application.

Fitness screening is not medical insurance. Citizens can use the Health Ministry directory for treatment and centres.

Housing and electricity-account records

Owners or tenants under the provider serving the property.

Prepare before starting

ID, lease, electricity-account number and update documents requested by the provider.

  1. 1. Review the lease and identify electricity/water providers and payment/deposit responsibilities.
  2. 2. For property served by the relevant Nama provider, request account-record updates or tenant addition under its service.
  3. 3. Submit documents and track the update, then check tariff, account number and handover reading.

Providers can vary by region; use the authority named on the property bill and do not assume water and electricity share an account.

Links go to government authorities or providers themselves. Some begin with a guide leading to an application or require sign-in. Final fees, appointments and attachments are set by the provider for your category and may vary by city or emirate.

Plan before you move

Living budget by city

Enter housing quotes and your own estimates; this is your budget, not a survey of city prices. Create a plan for each city to compare here. Figures last only while this page is open and are not saved in browser storage or sent to our server.

Monthly expenses

For annual tuition or insurance, for example; divided by 12 for planning. Do not enter the same cost as both monthly and annual.

Moving cash — separate from living costs

Your starting point

Choose your target date first, then test contributions rather than relying on a high return.

Choose OMR in calculators with a currency selector. Check the selected jurisdiction in tools that use local rules.
