Choose your situation for relevant steps

This selection organises the guide; it does not determine eligibility. GCC nationals may have a separate route. Check nationality and residence/employment category on the authority’s page. Complete applications and submit documents with the linked provider.

Your checklist

Your first 30 days

A planning sequence, not a legal deadline or a promise of completion within a month. Start parallel requirements early. Check a task when completed or confirmed inapplicable. Only checklist progress is saved in this browser, separately for each country.

7 services for this selection — sources reviewed:

Work or family residence

New arrivals and residents changing their status.

Prepare before starting

Passport and entry permission, plus employment or relationship documents for the selected category.

  1. 1. Confirm the residence category with your employer or sponsor; employment and family routes differ.
  2. 2. Review the Interior Ministry checklist and complete the medical, health-cover and document requirements for your case.
  3. 3. The authorised applicant submits through the ministry-designated channel and follows up on missing items and fees.
  4. 4. Keep proof of the issued residence permission, then register for the Civil ID under your category.

A visit visa alone does not authorise employment. Do not apply Article 18 requirements to family or domestic-worker cases.

Civil ID and Kuwait Mobile ID

Citizens, GCC nationals and residents: choose the correct PACI category.

Prepare before starting

For residents: passport, recent photo and housing evidence as required by the category.

  1. 1. Open PACI’s guide and select the citizen, GCC or non-Kuwaiti category; resident categories are separate.
  2. 2. Prepare attachments and accurate housing details, then apply through PACI or Sahel as specified for that transaction.
  3. 3. Track the request, pay through PACI and follow the card-collection instructions.
  4. 4. For Mobile ID, follow the official app guide; first-time applicants may use the Mobile ID serial sent by PACI.

Registration deadlines and attachments depend on the residence category. Mobile ID activation does not replace civil registration.

Get a private driving licence

Citizens and residents meeting the traffic eligibility rules for their category.

Prepare before starting

Learner permit, evidence of passing the tests and blood-group documentation per the service page.

  1. 1. Confirm category eligibility with Traffic before paying for training or an intermediary.
  2. 2. Complete learner-permit and required medical procedures under Traffic instructions.
  3. 3. Complete training and the theory and practical tests, and retain the pass evidence.
  4. 4. Submit issuance documents to the relevant Traffic department and pay through the official channel.

This covers a new private licence. Foreign or GCC licence exchange is a separate route with its own eligibility.

Open a personal bank account

Applicants meeting the chosen account conditions; current, savings and salary accounts differ.

Prepare before starting

Identity evidence, any income or employment documents requested by the bank, and customer-information forms.

  1. 1. Compare account type, balance requirements and charges before opening the bank’s official page.
  2. 2. Check resident or non-resident eligibility and the account-specific document checklist.
  3. 3. Apply through the app or branch available for that account and complete identity and customer checks.
  4. 4. After approval, keep the IBAN, activate the card and digital access, and give payroll the account details if needed.

NBK and Boubyan are starting examples, not rankings or approval guarantees. An opening deposit is not necessarily a fee.

Form a company and license an activity

Founders eligible for the nationality, activity and legal form selected.

Prepare before starting

Founder and activity details, proposed name, and company and premises documents for the selected request.

  1. 1. Identify the activity, legal form and partner eligibility; check the foreign-investment route where relevant.
  2. 2. Open Kuwait Business Center and choose the appropriate company-formation service.
  3. 3. Complete partner details, attachments and approvals required for incorporation.
  4. 4. Proceed to the relevant commercial-licensing service and meet premises and activity requirements before operating.

Company formation and activity licensing are separate stages. Residence alone does not authorise every activity or ownership structure.

Residence-related health cover

Residents or sponsors completing category-specific health-cover requirements.

Prepare before starting

Resident and sponsor details, plus work-permit or visa information required by the service.

  1. 1. Confirm your residence category and who arranges health cover with the sponsor or employer.
  2. 2. Open the health-insurance service from the Kuwait portal and check your category’s documents and channel.
  3. 3. Complete registration and official payment; keep cover confirmation for the residence application.

Medical screening and health cover are different transactions. Check your available treatment coverage separately.

Housing and utility-meter registration

Tenants or owners depending on the utility responsibility in their contract.

Prepare before starting

Lease, identity and property/meter details required by the ministry.

  1. 1. Review who pays utilities, the deposits and their refund conditions in the lease.
  2. 2. Open the ministry services and choose meter registration under a new customer where applicable.
  3. 3. Submit the requested documents and complete the meter deposit or record update through the official service.
  4. 4. Keep the account number and handover reading, and add utility bills to your monthly budget.

Rent may include some utilities. Confirm contractual responsibility before paying or registering a meter.

Links go to government authorities or providers themselves. Some begin with a guide leading to an application or require sign-in. Final fees, appointments and attachments are set by the provider for your category and may vary by city or emirate.

Plan before you move

Living budget by city

Enter housing quotes and your own estimates; this is your budget, not a survey of city prices. Create a plan for each city to compare here. Figures last only while this page is open and are not saved in browser storage or sent to our server.

Monthly expenses

For annual tuition or insurance, for example; divided by 12 for planning. Do not enter the same cost as both monthly and annual.

Moving cash — separate from living costs

Your starting point

Start with personal-loan affordability, then set aside money for emergencies.
